Since your last reply I'm back with Vivaldi and must say I like the recent updates.
Arc is more about a minimal approach, no clutter of bookmarks, dialog command to quickly do actions, canvas to save items on (even live updates from a website),...
And now they also have added AI where it provides a summary of a webpage by just hovering over a link.
They have implement quite some interesting AI features. Besides the hovering feature you mentioned, I am especially looking forward to test the meaningful renaming of downloaded files.
